From Executive Order to Sanctions List: Washington Turns the Terror Machine on Its Own Antifascists

On August 26, the US Treasury's Office of Foreign Assets Control put three names on its terrorism sanctions list: Autistici/Inventati, an Italian collective that has quietly run encrypted email and hosting for activists since 1999; Palestine Action, the UK direct-action group banned by London last year; and Masar Badil, a Palestinian solidarity network. Secretary Scott Bessent called it cutting "the financial lifelines" of "far-left terrorist networks." What actually got frozen was a mailing list, some server space, and a handful of activists who never fired a shot.

This didn't start in August. It started last September, when Trump signed an executive order declaring "Antifa" — a tactic, not an organization, with no chair, no bank account, no membership rolls — a domestic terrorist organization. Three days later came NSPM-7, instructing every federal agency to treat opposition to "anti-capitalism," "anti-Christianity," and support for migrants as markers of incipient terrorism. Civil liberties lawyers pointed out immediately that none of this has legal force: Congress has never created a domestic terrorism designation regime, for the obvious reason that criminalizing an ideology rather than a specific violent act is a First Amendment bonfire. The order doesn't need to survive judicial review to work, though. It only needs to survive long enough to freeze accounts, chill donors, and put a federal case number next to somebody's name.

That's the actual function of this year's escalating paper trail. Designation, then memorandum, then sanctions — each step doesn't require proving a crime, it manufactures the appearance that antifascism itself is the crime, then hands prosecutors, banks, and hosting providers a reason to cut ties before anyone asks for evidence. Autistici/Inventati's sin, per Treasury's own press release, was providing email and Noblogs hosting to "vetted" antifascist and anti-militarist groups. That's a hosting company doing content moderation according to its own politics — which every corporate platform does daily — recast as material support for terrorism because the politics being hosted point left instead of right.

The timing tells you what this is really about. It arrives the same month Treasury sanctioned a Gaza solidarity network, folding Palestine Action and Masar Badil into the same basket as antifascist server admins. The through-line isn't a shared modus operandi — it's a shared refusal to shut up about state violence, whether that's ICE raids, Gaza, or fascist organizing. When a government can't win the argument, it reclassifies the argument as terrorism and goes after the infrastructure that lets people keep making it.

None of this is unprecedented, which is exactly the point. The Patriot Act's domestic terrorism definition has been stretched over environmentalists, Black liberation organizers, and immigrant rights groups for two decades before this administration ever touched it. What's new is the speed and the openness: a president naming a decentralized anti-fascist tendency as an enemy of the state, in public, and building a sanctions apparatus to match, is a dry run for treating solidarity itself — legal, unarmed, protected speech — as a chargeable offense. The lesson for every collective running a server, a mutual aid fund, or a legal defense account isn't paranoia. It's that the infrastructure of the left is now explicitly a target, and the response has to be resilience — mirrored hosting, diversified banking, encrypted comms — built before the knock on the door, not after.
