On August 26, the NHS Wales Joint Commissioning Committee (NWJCC) suspended gender surgery after it emerged that the service in Wales was carrying out nearly four times the number of procedures than in England.
A Merched Cymru spokeswoman said: “We welcome the publication of these terms of reference.
“The issues that prompted this review are serious and deserve thorough, independent examination.
“The review cannot be treated as a quick exercise to provide a gloss of accountability before returning to business as usual.”
The NWJCC said it recognises the uncertainty and worry the pause has caused for patients waiting for surgery and confirmed that this is not a permanent change to the service.
The clinical review will be carried out in phases, with patients reviewed in order of where they are on the surgical pathway, and initially will focus on surgery due to take place between August 26 2026 and December 31 2026.
