In 2004, the Berlin Senate in an SPD-PDS government sold 65,000 apartments from the municipal housing company GSW to private speculators for the bargain price of 400 million euros. In 2011, the housing stock was finally transferred to Deutsche Wohnen, which has since merged with Vonovia to become the largest stock market-oriented housing company in Germany. In 2019, 6,000 apartments, i.e. around 10 percent of the apartments sold in 2004, will be bought back for 920 million euros by the 'red-red-green' Senate under the leadership of the PdL urban development senator. In 2021, around 15,000 additional apartments, with a focus on Kreuzberg, will be bought back by Deutsche Wohnen/Vanovia for almost 2.5 billion euros. Since then, the tenants in the high-rise buildings around Kottbusser Tor have been able to look forward to rising rents and skyrocketing additional costs, which far dwarf everything that the profit maximization experts at Deutsche Wohnen were responsible for.

All of the 'new housing developments' around Kottbusser Tor that were created as part of the clear-cutting renovation at the end of the 1970s have an extreme renovation backlog, important infrastructure such as elevators are constantly failing, and disabled tenants who are dependent on wheelchairs are sometimes stuck in their apartments for months. How the municipal housing association HOWOGE, which now also owns in Kreuzberg, imagines a “tenant-friendly renovation”, it recently carried out in Reinickendorf, where 170 tenants were informed with a notice period of only 6 months that their residential complex would be completely renovated and that they would receive conversion apartments spread over the entire city area, which violates every case law on “implementation close to where they live”.

While stock market-oriented companies like 'Deutsche Wohnen' were forced to remedy particularly scandalous conditions in their apartment complexes due to media meltdowns, HOWOGE has been shining for years by largely refusing to communicate directly with its tenants and sitting out problems. Significantly, the operational head of the HOWOGE board moved in the spring of this year to the very technical service provider that had received numerous orders from various outsourced HOWOGE subsidiaries in recent years. Actually, in retrospect, the affected Berlin tenants can probably be happy that the “victory” of the “referendum to expropriate Deutsche Wohnen and Co” has so far been lost in the typical Berlin housing swamp. Because now comes the PdL’s “socialization hammer”.

But the hot stuff, the hot new stuff in the City of Blood, is the blood, the elixir that beats through our veins, that makes our hearts beat to the beat, just as the arteries of the streets and train lines keep this city alive. Whoever controls them controls the city. That's why in Paris, after the defeat of the Commune, the wide swathes were cut even further across the city, a model that Berlin adopted, by the way, because here, too, the heart beat for the building of insurgent barricades.
