Audit Wales highlighted a failure to integrate the target into everyday decision-making. It said that the “collective ambition” embodied in the 2030 target felt “unachievable,” with emissions rising and councils facing a £2.3 billion bill to decarbonise their buildings.
Calling on the Welsh government to focus on its leadership role, Audit Delivery executive director Ann-Marie Harkin said: “We can list positive examples, but not enough progress has been made overall and we owe it to future generations to do better.
“Wales is not alone in facing these issues but must play its full part.”
The Welsh government responded: “A net-zero public sector is a priority.
“We want to continue to support the decarbonisation of the public sector to lower emissions, energy bills and strengthen energy security.
“The 2030 ambition has driven action and leadership, but it’s clear that there is more work to do on decarbonisation across and beyond the public sector in Wales.”
