Romanian naval authorities said a search-and-rescue mission was under way after the vessel was struck near its territorial waters. Nine of the 13-strong Ukrainian and Azerbaijani crew were rescued.

“This attack is a new example of the tragic consequences of Russia’s aggression against Ukraine,” Romanian President Nicusor Dan said.

He added that it was part of Russia’s “escalatory strategy” and called on Moscow to “accept the ceasefire proposals” — it was not clear whose, as he cited both the US and Europe which have expressed different views on how to end the war.

The stricken ship, the Comoros-flagged Khoryv, had been sailing from Turkey to Romania. Drone attacks on shipping in the Black Sea are rising, and are mainly blamed on Russia.

Shipping in and around the Romanian port of Sulina, which is linked to the Danube via the Sulina canal and thus a key export route for Ukraine, is especially targeted.
